They actually said in the episode that the Invess were being blamed for what happened and that the beat riders were blamed for using them carelessly.
I’m pretty sure Queens have been in combat before, guys. It’s not a role that universally means you’re sitting on a throne giving orders.
Have any queens in Kamen Rider been able to be full characters?
